if the economy is doing poorly -- or the financial markets are tanking
-- bring in the "reforms"! if the economy is doing well -- or the
financial markets are booming -- we need to keep on keeping on, bring
in more "reforms"! the neoliberal drumbeat, where of course the
"reforms" privatize gains and socialize losses.
