But it does not have to be done in a neoliberal way.  At the root of
the environmental destruction is inequality and atomization leading to
waste. Take some some of the military budget, or tax the rich or both
and use that for green investment.  Impose efficiency regulations and
renewable requirements. Then put in a place an upstream tax as the
final step, returning that revenue to the public.
