In terms of geographical affect - try Peter Barnes' proposal of
rebating the money directly in the form of checks or cash cards to
everybody. Even though the tax is regressive in percent terms  still
exacts more per rich person than per middle class person, more per
middle class person than per prosperous worker, and more per
prosperous worker than per poor person. So combined with equal rebates
it is slightly progressive. In terms of behavioral effects - remember
it also raises returns for businesses on energy savings.  So it will
have some effect. As I have always said it can't be the main means,
but it is good reinforcement for massive public investment and
efficiency regs.
