That describes a Microsoft patent request for automating technology operation rules in public places. Broadly speaking if a device helps you communicate and becomes socially necessary, then the state can regulate it's use. For example car licenses. Microsoft in this case assumes it can 'patent' public policy as a profit center.

In wearable devices which measure heart rate or other body signs (facial expressions) then these signs indicate 'emotion' content in the location by the person. Taken together with the 'patent' above this is a community function being built. The function rests upon the necessity of communications connection that requires more than face to face modalities. The automation supercedes what is similar to manual labor, face to face communications, with automation that regulates social interaction.

The community value of course does not belong to Microsoft, rather is the conceptual realm of governing. But the public structure of community connection is essentially culture. Where culture is primarily how connecting between individuals transmits practices and raw information others might use.

Focus, attention, intent, sort of metaphysical sounding, are aspects of communications connection that automation takes over. Focus amongst other things represent active working of cognition in knowing, attention is a structure people use to focus, and intent is emotion resources used to focus. All this sort of personal and private hoo ha, is enhanced by mobile computing to the point in which community is rapidly being reshaped to mean computing plus connection in human ways that is Culture dominate.
