East Asian Economic Crisis....

Dear Pen-L’ers,

 

In the mid 1990s the US set up a policy institute of sorts encouraging East Asian investors to seek higher returns, and thus undermine support for capital controls, cheap credit, etc.  Forgot the name of it.   Any chance anyone remembers?  If so, would appreciate a response both off and on list.
