This makes sense to me in the context of locked in. Since the
geo-politics here is reduction of Russia, and China into total
subservience this is not just Bush's policy. The suggestion here that
Europeans view this negatively might spin this as another reason for
diminishment of U.S. power. Locking in prevents a change in direction
for the imperial gamble Bush chose. Or so he thinks, but changing
direction seems more likely by him demonstrating poor judgment about
power. Some deterioration or failure in this direction strengthens
imperialists with different ideas. That seems likely to me to develop
as 2020 approaches. Bush continues to weaken neo-liberal arguments in
a way that reminds one of pre-WWI inability to avoid war tripped up
their global European plans.
