If the Young Turks were already in power (or almost there), then my scheme doesn't work at all.

The movie "Screamers" deals with question one. There would be immense financial liabilities associated with admission of guilt. But more importantly, you are dealing with extreme nationalism. Also, it is not quite the Ottoman Empire at this point but the "Young Turks" who overthrew the Ottomans.
