It's a striking fact that cries out for a feminist explanation, for sure.
The UK Conservative Party vs the UK Labour Party, the German CDU vs. the German SDP, etc. You would think that women would rise to the top sooner in the latter kind of formation than the former, but the opposite has been the case.
Could a woman ever become president of Iran?
