And, often, when it _is_ won by pressure from below, e.g., the Wagner
Act in the U.S., on examination it often turns out to be a _constraint_
on rights which were already being won by that pressure without any help
from the law. It is at least debatable whether in the long (perhaps even
the short) run u.s. labor gained or lost by the Wagner Act.
