Recursive Intelligence

How ridiculous!  The government would like is to have confidence in intelligence
agencies without enough intelligence to know who the outside contractors are who are
helping with the intelligence.

many outside contractors working for it that the government doesn't know the exact
number.  Nor does the top brass know exactly what all these companies are doing."
