Re: China question again
I have not done any field research in China but having met many China
specialists (Chinese and non-Chinese) it is apparent that China's
technological capability is increasing. Obviously there are areas
where the rate of convergence is faster than in others. China does
have a good S&T establishment, better than India's, it's engineers are
as good as Indians or better. Where it is different (relative to
Japan) is organizational and teamwork (but for the Japanese everyone
else lacks teamwork!). Relative to India, China is weaker on the
"entrepreneurial front", i.e. not the Schumpeterian sort of risk taking
but at an individual level, willing think creatively (or more blandly in
unstructured ways). This I believe is an institutional product, which
are very different in the two countries. Hence management skills of
highly technically trained tends to be better in India. But in other
areas India is behind China. That's my impression.
