Tha Japanese may have put a in reasonable education system in Korea (I
can't be sure, the sourecs are at work!) But if education is used to
explain Korean development then one must also attribute Korean meritocracy
in the more Confucian inspired bureaucracy. After all the bureaucracy in
SK under the EPB (economic planning board) played an important role.
