In terms of education levels, how much capacity does China have to increase technology diffusion? I don't have recent numbers on me, but primary school enrollemnt rate declined by about a fifth from 1977-96 and secondary school enrollment rate was almost back to 94.1% of primary graduates (1976) from a low of about 65% in 84.
The World Bank has secondary enrollment rates at 49% in 1990, and 70% in 2002; tertiary, 3% and 16% respectively. Where do your figs come from?
