There was a recent spate of news articles(none of which I saved) regarding
the refining industry's rate of breakdowns, shutdowns, and accident record.
There aren't that many refining facilities in the US(one of OPEC's common 
comebacks to our panicked requests for more OPEC output.), and perhaps,
just perhaps, the facilities are just as antiquated as the steel mills in Pensylvania
were before they were abandoned in favor of imported steel. 

Was Cheney's energy council, with it's pipeline and infrastructure maps of
Iraq's oil industry, going to commit some sort of covert "marshall plan" on
the Iraqi facilities and slowly mothball US refining operations as one of the
world's most biosphere unfriendly industries was slowly moved to Iraq and 
points east (and Africa)?
