Care advised here; people with household incomes of less than $15K
are very likely indeed to be either retired or disabled, so (with no
disrespect whatever to PEN-L members who are retired or disabled, of
course) it would make sense to be realistic about how much active
participation one might be expecting from them.

Retirement actually helps you become more politically active than before, provided you aren't severely disabled. Seniors tend to vote more regularly than younger people, too. Among the households with the lowest incomes, there must be many youths as well. They also tend to be more available for political participation, until they start their own families. -- Yoshie
