That may be true. It was a threat when independent,
and now when dependent (although the nature of the
threat has changed -- it is not from Chechnya so much
now as from international jihadis). As I said, I don't
think there IS a solution anytime in the next few
decades, as long as international jihadism (to coin a
phrase) remains a potent movement. Even if Chechnya
was released (and it's unclear how many Chechens are
in favor of that option), the motives of the jihadis
are very explicit: to create an Islamist state
spanning the Caucasus. The territory of that proposed
state runs over a large hunk of Russian territory
(inhabited by secular Muslims), as well as Ajerbaijan.
Considering the sentiments of the populations in those
regions, this could only be accomplished over a
mountain of bodies. I don't think they would stop
trying if Russia let go of Chechnya. In fact they'd
probably be encouraged.

There won't be any guarantee that an independent
Chechnya won't be a
threat to the Russians.  A dependent Chechnya,
however, has and will
continue to be more of a threat to the Russians than
an independent
Chechnya will be.
