I don't think the problem is solvable, frankly. (A
friend of mine who is an expert on these matters is of
the opinion that these attacks are kind of a
last-ditch attempt on the part of the jihadis to show
they're still relevant in the light of near-zero
popularity on the Chechen street and the inability to
beat the Russians and pro-Moscow Chechens, but I don't
know. He may be engaging in wishful thinking.)
