BINGO! Actually there is some evidence involving a
bomb that was uncovered by apartment residents in
Kazan and then the police and secret services changing
their story about it repeatedly. You could interpret
that as covering up a bombing attempt, or (more
likely) covering their asses because they couldn't
discover the bomb. It's the kind of thing the Russian
tabloids like to speculate about endlessly. They
manufacture conspiracy theories like a spider creates
silk.
