CB: Oh I think you are asking me do I mean Carter did it on purpose, as
affirmatively trying to help the Sandinistas. No. I just mean he hesitated.
He didn't send in troops as in Guatemala in 1954 or the Dominican Republic
in 1965,or even Nicaragua in the 1920's when Sandino was resisting and
rising. His hesitation , whether accidental or not, was a qualitatively
different response than in the past and probably was a but for cause of the
Sandinistas taking power.
Similarly, here whether he is doing it on purpose or not. By coming out and
saying the election was fair, it is an inch that the Venezuelan movement
might take a mile.
