With means you do as we say, and against means you are under threat to be destroyed economically and politically, as well as militarily if we wish. In case there be any doubt about our intentions and capabilities, Russia and Argentina are prime examples on the economic front as are Iraq through the boycott, Serbia and Afghanistan are so on the military front as well.

There is little evidence the US deliberately tried to wreck the Russian economy (not that it didn't give crap advice). To a large extent the collapse was an unavoidable byproduct of breaking up the 15 republics, which Bush I was against, and not because of any economic policy whatsoever. (What would happen to the US economy if the US suddenly became 15 different countries?) And Gorbachev and Yeltsin were both quite pro-Western, at least until Kosovo.
