I particularly liked this part. 

Political legitimacy and responsible governance are apparently more
important than free elections. 

I am quite curious to know who defines what political legitimacy and
responsible governance are?

I am also quite curious to know what would happen had the elections be truly
free, for example:

Could Taliban win in Afghanistan or Muqtada Sadr in Iraq or the Mullahs
continue to rule in Iran, had the elections been truly free?

Don't know the answers. Just asking.
