If one interprets "interests of Israel" as one would interpret the
"interests of El Salvador" or the "interests of Nicaragua" in the
context of support for a repressive, degenerate and lawless regime,
then this is accurate.

That's like saying Mexico could be a threat the the U.S. if it were
"let out of its box".  The fact is that Iraq posed no threat to
Israel and that it "could have" posed a threat is irrelevant.
