David - Because:
"That which once 'happened' can now be made to happen, or prevented from
happening...Even doing nothing, or outlawing the further advancement of
our capabilities, would be as much an act of intervention as exploiting
our newfound capabilities to the utmost.." (Adolph Lowe, 1971)
Think of that seminal work in economic planning, An Inquiry into the
Nature and Causes of the Wealth of Nations by Adam Smith. Smith was
investigating the idea that a society could be crafted based on certain
legal and political institutions that would result in technological
advance and higher output.

I am curious-- what is the definition of protectionism and rent seeking
that treats free trade as protectionism and rent seeking? Doesn't that
just create analytical confusion? I mean, cats and dogs are both
animals, but why would you want to refer to a dog as a cat?
