Yep.  But that first wave, centered around Kristol's magazine The Public
Interest which started in 1965, was mainly about domestic and social
policy.  They were devout anti-communists, but so were all liberals at
that time.  They didn't differentiate themselves in foreign policy until
post 1973.  Their main enemy at first was the War on Poverty and the
counterculture.  They didn't start out as enemies of liberalism.  They
started out as defenders of "vital center" liberalism against its critics.
