I don't have a specific citation, but MacPherson says as much in his introduction to Locke's 2nd Treatise.

I knew my argument was Hobbesian, but I actually don't remember where
Hobbes talks specifically about progressive taxation. Do you have a
cite?
I'd love to reread that part.
