This will not be totally unwelcome to Tony Blair, as he manoeuvres for the
attention of George Bush.

He has after all, made the opportunist assessment of the balance of forces
a scientific principle.

PS For citizens of the USA this is not an insignificant detail concerning a
declining self-important imperial power, about a few token gestures by a
minority group in the ruling party. It is about whether the armed forces of
your country will be able or not to intervene anywhere in the world without
some fig-leaf of global accountability. However cynically the UK government
will try to finesse this, what hangs in the balance is whether the USA is
on its own as the body count rises.
