Generating uncertainty is a form of power. Why would the US nuke NK if
it knew NK would hit Japan? It's not the use but the quest to achieve
some semblance of parity in terms of exercising the capacity to threaten
to use nukes that is at issue. The US wants an international monopoly on
the means of nuclear violence. NK, India, Russia, Israel etc. think the
situation should resemble an oligopoly. No one is for a free
market..........yet.
