No small nation is going to use nuclear weapons except _in extremis_.
They can't do more than symbolic damage (terrible loss of life, but
symbolic in respect to the power of the u.s., Japan, EU), but they can
and would be obliterared in return.
On the whole the possession of a few nuclear bombs by nations not among
u.s. allies probably reduces rather than increases the risks of nuclear
war.
SOMETHING has to reign in the U.S., which represents a risk to humanity
orders of magnitude greater than does any other state.
