Often, yes. The word "appeasement" has suffered un undeserving fate
through being connected to one of the few times in human history when it
didn't work -- didn't work because in fact other factors were operative
at Munich. Like paying a thug to do one's dirty work for one. Japan and
the U.S. both have a historical obligation (if ever such a thing as a
historical obligation existed) to appease North Korea.
