What happens next?  That's the question about the agenda.  They have
bailed out other airlines where getting the money back is also a
significant risk.

The bailout was opposed by the rest of the airline industry. And there
was a substantial risk the government wouldn't get its money back. The
decision doesn't seem too mysterious.
