[PEN-L:32558] China on world capital flows
Without any mention of capitalism's tendency to unequal accumulation, the
following is a subtle analysis in People's Daily of capital flows in "the
irrational international economic and trade system"
Clearly, unlike most developing countries, China intends not to be in a
passive position in this international environment, but the tactics looks
quiet and cautious. There are however, hints that they would not be
unprepared for qualitative changes. Nor would they get themselves in an
isolated or passive position in discussions about how to respond to
qualitative changes.

It is studiously bland. But is it wrong in its analysis?
