That's easy. My grandfather said it while standing on the banks of the
Neva River and (it must be admitted) under the influence of one too many
shared bottles of aquavit. At first I thought he was having me on, but
once convinced of his sincere intent I surreptitiously copied down his
words on the cuff of my shirt. Not surprisingly I had difficulty reading
these notes when I attempted to transcribe them later on, which may account
for the infelicities of expression that Joanna remarks upon.
I sure hope nobody has plagiarized my Granddad!

To keep society fluid, the honest and sincere radical is an all-important
element.
Those in positions of power and privilege need to be under constant
vigilant scrutiny
and from time to time must be the objects of attack. Tyrannies of
ownership and
management spring up all too readily. In order to ensure that the
malignant growths
of the body politic will be destroyed by radiations from the Left, much
abuse of
healthy and sound tissue must be endured. Reformers and even fanatical
radicals we
must have.
