Rob,
I am not a technology person but as far as I know a cookie is
just a file dropped in your computer and saved on your hard
drive. Anything can be stored in it except that you are
restricted with size limitations (most likely you won't be able
to save a 1G file on peoples computers as a cookie). Further, the
owner of the computer can delete it any time.
