I see only two possibilities for eliminating war.  First one would be a
dictatorship of capital in which some all-powerful state controls
everything.  That arrangement would eliminate wars between states (since
there was no longer be multiple states) and if control were complete
enough civil wars as well.  The second possibility would be socialism, but
this arrangement would not necessarily eliminate war -- it would only make
elimination possible.
