I heard this story recently from a Chicago grad student. The day Pinochet was arrested, a U of C economist was discovered busily scribbling in the library. Visibly agitated, he explained that he was devising a model showing that the additional risk of arrest in the future would discourage political figures from taking necessary reform measures.
