I am not sure whether I have discovered a simple rule for decoding the
infighting between national governments: watch the second themes.

Thus in an interview of the excellent Newsnight progamme tonight on BBC",
Peter Haine, second (significantly) in command at the Foreign Office, was
put on to comment on the pressure on Afghanistan. He supported the US led
coalition.

Second theme, in throwaway tone of voice, "what could be the key to
unravelling this whole process" is the need for negotiations between Israel
and the Palestinians.
