There was a study about 50 years ago (and I think it has been confirmed
in the intervening decades) that enrollment in university curricula
lagged demand by six years in both directions. That is, it was six years
after a shortage developed in (say) mechanical engineering before
enrollments in that field began to rise, and it was six years _after_
demand had dried up that enrollments began to decline.
