I wasn't aware that Kautsky spoke about evolutionary socialism. In fact, he was on the same side as Luxemburg in the fight against Bernstein, who did write "Evolutionary Socialism"....
The point has been made by more than one historians that one of the reasons why Bernstein made such a splash was that he vocalized the evolutionary-type socialism that was implicit in the "Marxist orthodoxy" at the time, including that of the "Pope of Marxism" (Kautsky). In many ways, in other words, Kautsky was an evolutionary socialist without knowing it. Bringing the "shameful secret" to the fore shook things up.
Of course, then just as now, Marxists have had a hard time being revolutionaries in a non-revolutionary period.
