On a very cursory glance looks like the DLC since '98 or so (see the Bob
Kerrey speech?) has advocated a tax credit equivalent to 15% of the payroll
tax. But, again I look to Max and y'all for guidance on the policy details.
just tell us what you think, with qualifications if you want, and we'll suggest whether it's wrong or right. There's no need to invest any ego in what you say, so it's okay to make mistakes.
