Yes it is, precisely because it is business and more. We don't live in a
spillover-free world. Ever tried to constrain a person stoned on Angel Dust
or Coke or Booze? It's way more complicated than those arguments from
liberty we loved when reading the Fabulous Furry Freak Brothers or JS Mill.
You're just forbidding a different group of people, after all.
