Just catching up with email after almost a week away, so someone may
have addressed this, but Cheney actually has made noises about
lifting the embargo on Cuba. Gore made an effort to be tougher on
Cuba than Bush.

By the way, I interviewed the Council on Foreign Relations Cuba
specialist, Julia Sweig, recently, and she was all for lifting the
embargo.
