right, but not the kind of popular sovereignty that Locke advocated, where
property rights and the like limited citizenship.

CB: I'm thinking more of the version that considers that in fact the overwhelming majority are working class, so that democracy is establishing the working class as the ruling class, realizing that this general guide is enormously complex.

The many other specific rights ( and duties), such as freedom of speech, voting, right to bear arms (:>), etc. must be measured by the touchstone of popular sovereignty in evaluating their importance to "democracy".
