Answer to question 1: You call it democracy.
Answer to question 2: You call it a dictatorship.
My memory is getting kind of reliable now that I'm careening towards AARP eligibility, but I don't recall ever having said a kind thing about U.S. foreign policy, in Serbia or anywhere else in the world. Perhaps it's a juvenile position, but I think the regimes headed by Milo and Clinton both suck(ed).
