Hey, don't forget National Endowment for Democracy [sic!] which has been
pumping money into Yugslavia for years. Republican House member Chris
Smith (New Hampshire?) calls NED most cost-effective budget item.
NED, created in 1983 to finance "demonstration elections" and "human
rights" groups, worked to influence electoral outcomes and establish
fake democracies in Philippines & Chile. It funnelled $18M into 1990
Chamorro campaign in Nicaragua (CIA estimated to have poured in $14M).
In addition to money, NED advises/develops opposition forces through
use of both Dems & Reps, AFL-CIO, Chamber of Commerce, clergy, National
Association of Broadcasters, etc.
Much of what NED does out in the open (which says something about state
of polity). "Grantees" in Yugoslavia in 1990s included (dig names of
front groups):

What remained of Yugoslavia - without or without chauvinistic nationalism
that Milosevic fostered ("evil man" claptrap at work here) - was last
thorn in region. US policy has never been motivated by concern about
"state of democracy" in that country. Basis for US hostility has
always been Yugoslavia's refusal (to large degree against inclinations
of government officials such as SM since 1980s) to operate within norms of
internal colonialism that US demands. Michael Hoover
