When US imperialism is not happy with a particular regime for strategic or other
reasons its strategy is as follows:

It gradually mounts a propaganda campaign involving the imperialist media against the
particular regime internationally and if possible nationally. It mounts a campaign of
demonization against the regime. Over time  within the international community a
culture of hostility against the particular regime is established to such a level that
many assumptions are unquestioningly accepted by the masses of people. By the constant
repetition of lies in the media's echoe chamber these lies are eventually turned into
factoids.

At the same time imperialism isolates the regime diplomatically and commercially. It
provides the domestic opposition or parts of the opposition with limitless
resources --dollars, arms etc. Consequently the strength, confidence and effectiveness
of the opposition grows.

As a result of this domestic difficulties emerge for the regime as night follows day
culminating in economic and political crises. Economic difficulties manifest
themselves in the form of falling living standards, unemployment, inflation etc. This
leads to growing opposition against the regime. This forces the regime to introduce
increasing repression which is then used to justify the imperialist demonization of
the regime. This makes the regime even more unpopular. As the opposition mobilises the
growing discontent of the masses againt the regime, the masses down tools and take to
the streets. The conditions are now established for a coup. The coup can take
different forms. It can take the form of an military coup; a palace coup or the form
of an electroal coup. The point is that whatever its form its going to be a coup.

Now if imperialism is still not sure whether this strategy is going to work it can
create a climate by means of its massive media and propaganda resources that
justifies its air bombing the particular country while playing the regime of that
country on the bombings.

In the case of the Milosevic regime the extraordinary thing is that the regime has
lasted so long.

This is imperialism system for replacing regimes. It has been perfected since the coup
against Allende. Much of this has been learned from the way stalinism took power or
sought to take power. American imperialism has come a long way since Vietnam. However
American imperialism is able to use this strategy because of the changes in class
relations. There are many cases where this strategy will not work. So far imperialism
has not been able to successfully use this strategy with regard to Cuba. Nevertheless
it has been slowly chipping away at the Cuban regime.

Revolutionary communists must highlight the way in which imperialism now operates in
its oppression of the masses. It must be able to state clearly how this strategy can
be exposed and challenged.
