Robert Gordon touches on this in his series of papers on productivity. See <http://faculty-web.at.nwu.edu/economics/gordon/researchhome.html> for the latest. The NIPA revisions, which include these quality adjustments, have changed the conclusions of his June 1999 paper somewhat.
