Well, they don't own the capital they invest. But they stand to gain or lose
the profits from its investment, and the chance to get more investment
capital--this is under the Schweickart model--because if they blow it the
state banks won;t be likely to give them any more money. So they do have
control over some capital and put their expected profits at risk. --jks
