Well, I doubt whether either capitalists or bureaucrats see or saw pollution as a success. It's a negative all around, for the bosses as wella s the workers.
That's true in theory, but not in practice: I notice that here in L.A. rich people live in places with less pollution (e.g., Beverly Hills) and less-rich people live in places with more pollution. Part of this is the normal workings of the real-estate market: low pollution means high property values which exclude the poor.
