I would contend that the single biggest environmental issue
facing the planet is global warming. Unlike sea turtles, this
is an unequivocally global issue. Not only that, there have
been serious multilateral negotiations with treaties signed
to try to deal with this problem, even if these agreements
are penny-ante and arguably do not go nearly far enough.
Now, who is the big holdout on the latest of these, the
Kyoto Accords? No, not India or Thailand (who, incidentally
has adopted turtle excluders without WTO sanctions or US
financial assistance; Thailand is in the Cairns Group, btw).
It is the USA.
This seems very confused. The delegates of the Third World nations are representatives of the capitalist classes of those countries. To say they speak for their whole populations is something I'd expect of the New York Times, not of a PEN-Ler. And though I didn't get a chance to do a poll, I'd bet that many, maybe even most, of the demonstrators would agree with you on the global warming issue. It sounds like you're looking for excuses to be a loyal free-trading member of the economics profession.
