In the course of 24 months, America's financial debt to the rest of the world
tripled, reaching $1.5 trillion at year-end 1998. The first edition of
Capital Flows Monitor assesses U.S. capital account data for the first half
of 1999 and explains why the Fed and Treasury Department should make managing
the huge external debt a policy priority.
